It is sixty years since The Great Disaster laid waste to the Earth. Inside the City, the descendants of the few survivors of that terrible apocalypse strive to complete construction on three great colony ships. After generations of labour, a launch date has been set. But with less than a day until the election of a new leader, two workers are murdered. It is down to Ely, Constable of Tower-One, to solve the crime, apprehend the killer and ensure the election goes ahead. No matter what, the workers must be protected, production must come first.
